It's is exempt from MOT due to its age

I think it still requires an MOT if transferring numbers. It was one, if the things bought up at the time of introduction of MOT exemption. As the new number is not known we can't tell if it has an MOT.

in that case the car has been given an age related number which are always non-transferable

When DVLA re-issue an original number from a lapsed vehicle, ie one which was never placed on the computer before the 1983 deadline, it's quite nomral for that plate to be made non-transferable.

Unless there is some evidence of dodgy dealing (I'm missing it completely if there is), then I would assume this is what's happened.
